in TDIU Unemployability Claims

Should I open a claim for entitlement to individual unemployability? I received a letter, with the following statements from the Department of Veterans Affairs, Vocational and Rehabilitation Counselor:
“After carefully reviewing the evidence, I have determined that it is not reasonable to expect you to be able to train for or get a suitable job at this time.”
“In reaching my decision, I considered the following evidence: our discussion on September 1, 2009 determining that you will focus on utilizing individual mental health treatment in order to gain stability concerning your PTSD.”
Vietnam veteran with a SC disability rated at 90% with the following conditions:
PTSD 70%
Myocardial Infarction 60%
Tinnitus (bilateral) 10%
Hypertension 10%
Medications: Ambien, HCTZ, Atenolol, Fosinopril, Simvastatin, Zoloft
