Hello: I've read many documents here and elsewhere, and am confused. Does the VA assign a disability in 8045 based on the average of the three top facets of cognitive impairment, or just rate the single highest? If I am 40% in the Memory loss section, 40% in the Neurobehavior effects section, and 10%, in communication, do they average those top three and divide by 3? Assigning me 30%, or do they just take one of the highest, such as Neurobehavior effects at 40% and assign me 40%. This is a great site with many amazing links. thanks joe
