Was bilateral factoring done in 2000? If so, would this be 70% with bilateral factoring?

IF all 3 ratings are subject to the bilateral factor, the overall rating would be 74.8 rounded down to 70%.

i.e. 40 comb w/40 = 40 + (4 X 6) = 64 comb w/10 = 64 + (1 X4) = 68. Bilateral ratings are 68, plus 10% = 6.8 + 68 = 74.8.

Bad luck, missed the 80% mark by 0.2 points.

Thanks, Wally, you're the BEST! Just when I think I have this figured out, I start feeling really insecure and start yelling for you. LOL
