David -the whole 38 CFR 4.16 stuff was posted here recently- Basically it means this- if your service connected disability (regardless of the percentage) is causing you to be unable to work, you should file for TDIU- The form allows for adding additional pages (mention them under remarks) where you can state any of the side affects of your SC meds that would prevent you from working, also a good idea to attach your annual SSA wage statement to prove lack of work, tell them if you are getting SSA for your SC condition (this is Check Yes to # 18 on the form and then spell this out under Remarks as to what you get SSA for) If you have private treatement records and if any doctor has said that your SC prevents you from working , tell them that too.
