Back To Phase 1?

Question

Yesterday I found out my C&P exam results had been sent back to the VA on June 4th. Just now when I got off the phone with the 1800 rep she told me, they had recieved them and my claim had been in or gone back to the developmental phase since June 5th 2012 (my memory isn't good so I don't remember exactly her words).

When I asked her why she said it was all the claims I filed, some were diagnosed when I was in service and some maybe have been with the evidence provided in my exam results.

So I have a couple of questions:

Would they change the phase date without doing anything to my claim?

Is it possible to be rated for some of my conditions and not all without the proper exams being done? Or would I have to wait for all of my conditions to be rated to recieve a rating?

This is my initial claim going back to June 15th 2010 and reclaiming after I moved states May 11th 2011

Whenever I call these people I feel like I'm left as confused as ever, and I don't feel like I'm asking the right questions any advice would be great.
