Question

I filled a NOD last summer and selected normal BVA option.

My file had been at the rating board at the VARO.

Today I called the 800 number and was told that my file had been returned to the storage area. A decision had been made, but without the file they could not tell what the decision was.

What's next? Will I receive a SOC and Form 9, or have I prevailed locally?

You should hear something soon- hard to say what they did-

do you have a service officer representing you?

Did you send the VA every possible piece of medical evidence in order to support your claim?

Did you respond to all VA requests for additional info?

Most claim unless presumptive have to satisfy the three Hickson elements-

1.diagnosed current disability

2, inservice event, etiology,accident, or cause for the disability

3. medical nexus between the two of these -inservice event- and the current disability

If your file has been returned to dead storage, this should indicate that you have been awarded all you asked for and that the Decision Letter has been written. Sounds like you've had a De Novo-type DRO review. Having said that, I strongly doubt that your file is actually in dead storage. BUT, it bodes well for your decision situation IF this is what actually happened. Welcome to the land of wait and hope! When it's in writing, it's real!!
