I think you mean retinal branch occlusion:

 

"A retinal artery occlusion (RAO) is a blockage in one or more of the arteries of your retina. The blockage is caused by a clot or occlusion in an artery, or a build-up of cholesterol in an artery. This is similar to a stroke.

There are two types of RAOs:

In this BVA case the BVA awarded for BRAO due to the veteran's service connected Diabetes Mellitus.

There is certainly a medical link between IHD and any type of occlusion in other arteries- brain, carotoids, eye-

and if your have a strong statement from your eye doctor that this is due to you service connected IHD, with a full medical rationale, the VA should service connect it.
