C&P examiner does not determine what your rating is.
The Regional Office assigned a trained rater who does that. All the C&P exam is, is a tool for the rater to use to determine what the rating is. He also uses your medical files from your current VA treatment records as well as any medical treatment records you submit or they get for you, as well as, your active duty service medical file.

you can wait 3 days and the VA notes should be in it. (your C&P)
I'am not sure why he mention two weeks? unless this was contracted out from the VA?

"It has been three years since my discharge, does the VA not look favorably on those who file claims so long after being discharged? I didn't file because I felt and still feel that there are others who are much more deserving of these benefits than myself."
The time between your discharge and when you file your claim shouldn't matter (except in regard to getting back pay). What matters is if the medical evidence shows the PTSD was manifest in service or was caused by some event in the service.
Please note the VA motto merely says, "“To care for him who shall have borne the battle”
It does not say “To care for him who shall have borne the battle as long as there is no one more deserving....."
