lambda, what steps are you taking for backpack?

I filed a claim for hip, ankles, & feet secondary to my service-connected knees in May 28 2010 & was denied. I then filed a NOD on May 27 2011. The appeals went back & forth in two Remands from 2011 to May 2018 when I finally elected to join a Higher level Ramp program. It was denied in Nov 2018. The SOC said I had to Feb 2019 to do either Supplemental Ramp or BVA I chose Supplemental Ramp on 4 Jan 2019. I was awarded 10% for both hips bringing me up from 40% - 50% but my effective date said 25 Feb 2019. When I called the 800 number the clerk said I wouldn't receive any retro pay because of my effective date being 25 Feb 19. Does this sounds accurate? Or do I have a case?
