    New Clothing Allowance Request

    It says on the VA website that the order to request multiple clothing allowances, you must fill out the VA Form 21-8678 and a VA Form 21-4138. Two questions:

    1. Has anyone requested multiple clothing allowances this year, if so what did you write on the 4138?
    2. Is the multiple clothing allowance retroactive to the Sursely v. Peake?
