The VA stores them-I forget where-

if you mean medical records, just write to the Records Access Officer at the last VAMC that treated the veteran and request a copy of them.

NARA most likely still has the veterans SMRs and these can be requested via a SF 180 - right at the NARA site.

Only surviving spouses and immediate next if kin-if no surviving spouse- are legally able to obtain any deceased veteran's medical records-

I assume that you are helping a widow or widower of a vet?

They are the sole persons who can request this information.If they are deceased -only direct next of kin can.
