DRO means Decision Review Officer which occurs at the Regional Office.

This is considered a first level appeal but is actually a second opinion at

the same level. A disagreement beyond this would BVA.

Carlie, Take some support with you like an attorney, or vet rep. It is informal. You sit down look at the evidence they have in the file and have a discussion. The decision review officer has the power to change a rating officer decision.
