Certificate Of Appeal To Bva

Once a formal I-9 has been filed by the claimant- the VA "certifies" the Appeal by filling out this worksheet-

I ran out of paper and could not scan the last page which calls for 2 dated VARO signatures on the worksheet.

In my opinion-this is one more way that your evidence as well as any errors in VCAA letter or anything else can be called into question by the RO itself before sending the claim to the BVA.

However this form is part of the production line mentality of VA these days and they probably check off every box as "Yes" without even reading the questions or looking at the C file to check off the right answer.

It amazes me that the Fed Gov (and ultimately the taxpayers) pay VA employees to file out this form-properly- yet the BVA itself catches many RO errors- hopefully---- but this can cause countless remands, and further delays.
