When does the one year mark begin to file a NOD, I retird on 31 Oct 2010 and I received my benefits Feb 24 2011? The claimant or his representative has one year from the date the agency of original jurisdiction (AOJ), or RO, mails notice of the determination to file a NOD. 38 U.S.C.A. § 7105(b)(1); 38 C.F.R. § 20.302(a)."
