Open Claims Information Is Not Available At This Time.

My father filed a claim 7 months ago. It's been to the Preparation For Decision stage twice before going back to under review. Now ebenifits is saying Open Claims information is not available at this time.
There is nothing that shows he has any open claims. The only thing I see for the claim is the area for unsolicited items it says VA 21-526EZ, Fully Developed Claim (Compensation) received back in September.

Does anybody know what that means.

We got a letter today that says that his claim for bilateral vision loss is inextricably intertwined with his appeal for stroke secondary to ischemic heart disease. It goes on to say that since these two issues are intertwined his claim for bilateral vision loss will be addressed with his appeal.

He put in the appeal back in September 2013 and we were told that we would be getting something for him to sign and send back. We were told that back in January but still haven't received anything about the appeal.
