More Information On Pending Claims

As many of you are aware there is a V.A. Office of Inspector General Precedent Opinion on earlier effective dates. Recently I found another document online that might be able to be useful in obtaining an earlier effective date. The document was entitled The Evolution of the Pending Claim Doctrine by John Fussell and Jonathan Hager. Could someone put up a link for this document because I think it might help some veterans.
