VA Billing my insurance

I just got a declined bill from Blue Cross/Blue Shield (which I no longer have) for knee braces that the VA ordered me for my service connected knees.  Now I am not going to lie, I am pretty upset at this.  Someone who works in billing at the local hospital told me that the VA is ALWAYS billing private insurance before paying.  How does that work considering that service connected issues are supposed to be paid by them.
