Arthritis, knees, and 38 CFR 3.103

Here is what happened.  I applied for arthritis of the knees and the claim was never adjuticated.  That is, I never got a decision on the issue.  Instead, I read a 2012 RBA appeal on other issues and discovered that my arthritis was rated 0 percent NSC, with no decision and nothing that I knew it even happened.  (I found it on the rate sheet, that is not given to the Veteran with the decision, but it was in my rba)

Later, I got 100 percent on other issues, and have been busy on those, including an effective date.  So, my total is 100% (single disability) plus another 20 plus 10.  

I would like to get SMC S.    With the other disabilities, I would combine to 60%, if my math is right if I got 30 percent for each knee.  Thats 30 percent plus 30 plus 20 plus 10.  

My question is this:

Has anyone been SC for arthritic knees?  (MINE are both bad and need replaced).  Did you get knee replacements, and, if so, what percent did you get for knee replacements?
