Left knee replacement eed

Question

Hi all I have a question for a friend of mine. He have a active Appeal for his left knee that's been going on since 2010,he had knee replacement on March 2017 he is 100% for 13 months. His left knee was 10% before this surgery, on his ebenefits page it shows his new rating of 30% starting in May 2018. His question since his knee is at BVA will they give him a early effective date of 2010 for his left knee since it been on Appeal before he knee replacement?

We can not answer that from the information you gave.  The effective date is the later of the date you applied or "facts found" with some exceptions, like if he applied within a year of exit from service, or if it was an increase.  

An increase CAN trigger an earlier effective date.
