VA new tactic to change effective date?

Recently logged into check status of legacy claim that has been in DRO review status over 500 plus days.

To find a new claim filed in January 2019

Strange I submitted a Dr report then not new claim it was in support of existing claim 

The new claim is almost complete says July 21 2019.

IDK

Does anyone have experience in this field or why what happened.

Does the DRO review claim still show up under appeals?

Are the older DRO review and the new claim for the same issue?

I would at least call the 1-800-827-1000 number and ask for clarification.

Did you happen to call the VA in January 2019? If yes, they might have opened an intent to file claim for the condition which was discussed. Of course, you would have had to submit the necessary documentation in order for the claim to officially switch from "intent to file" to an opened claim.
