The idea was you file an ITF, then you file the claim, within a year and get the effective date of the ITF. You need to file sooner as oppossed to later. This is still another great reason not to use ITF. There are others, too. Dont use it next time. I think VA may have eliminated ITF, recalling something by Alex Graham on Asknod.
