Question

I served in AED and Iraq with the Army Corp of Engineers AS A CIVILIAN 

I was at Qalet and Ballad and Mosul  i now have Severe COPD and on oxygen 24/7 

Does this qualify for the terms of the PACT Act 

YES i was a smoker but had quit smoking prior to being deployed

Not sure if it would apply to you because you were a civilian, but here is an information sheet from the VA. Good luck though!
