It just means you need a nexus. A nexus is a statement by a doctor that your prostate cancer is at least as likely as not due to contamination in water during your service at camp LeJune. Your proof of service at camp Lejune (during the applicable time period) could serve as an in service event. And, of course, you would need a diagnosis of prostate cancer by a doctor. Since you likely already have a diagnosis and proof of service at camp Lejune, the nexus statement would complete your Caluza elements for Service connection.
