  5. BAD NEWS FOR VETERANS IN MANILA.

    Good afternoon, VA Manila Veterans:

    As of November 1, 2020, VA Manila will no longer provide orthopedic appointments to Veterans. All Veterans with scheduled orthopedic appointments will receive a separate notice advising them that their appointment has been cancelled, and how to access needed orthopedic services through the Foreign Medical Program (FMP).

    I know that many Veterans in the Philippines will look at this decision and be frustrated. Some may say this is one more in a long string of cuts. I wanted to take a moment to explain some of the reasons behind this decision, and why I believe it will ultimately result in better Veteran care.  There are two primary reasons the Outpatient Clinic is making this decision to stop providing orthopedic care:

    1.)           VA Manila no longer provides Compensation and Pension (C&P) examinations to support Veteran’s disability claims to the Manila Regional Office; and
    2.)           VA Manila no longer coordinates needed surgical care for Veterans in the community with Letters of Authorization. It is the Veteran’s responsibility to coordinate this care using the Foreign Medical Program.

    As a bit of background, all of the specialty care clinics at VA Manila previously existed primarily to support the VA Manila Regional Office’s operations and need for C&P exams. Since 2018, those exams were transitioned away from the Clinic and to a contract with Veterans Evaluation Services (VES). Since that change occurred, VA Manila has not been needed to provide this service for the Regional Office.

    When VA Manila’s community care program was transferred from the Non-VA Care program to the Foreign Medical Program, it no longer made sense for the clinic to offer consultations for conditions that it  had no ability to treat or to manage. With the VA Manila Orthopedic Clinic no longer available, Veterans with service-connected orthopedic conditions can go directly to community providers where they can make treatment recommendations and provide continuity of care. VA Manila wants Veterans to avoid  ‘fragmented care’ – where the Clinic diagnoses something, but it has no ability to manage or treat it. This is not sound medical practice, and my goal as the Clinic Manager is to ensure that Veterans get the best, safest, most effective health care services – even when that sometimes means making tough choices and eliminating a service.

    Veterans with service-connected disabilities specific to an orthopedic condition will remain fully eligible to seek these services through the Foreign Medical Program. VA Manila continues to work with the VA Office of Community Care, which has program oversight of FMP, to improve the timeliness of reimbursements and to enroll more hospitals and providers as participants and direct billers of FMP.

The Pittsburgh Regional Office and VA Benefits Assistance Service are conducting a VA Claims Clinic on May 22, 2019 in Stuttgart Germany at Panzer Kaserne building 2915 .   VA claims clinics aim to simplify the claims process, as well as allow face to face conversation between VA employees and Veterans, Dependents and Service Members.  You will be able to file a claim, submit evidence and receive information about any claims that are currently pending.  There will be multiple claims specialists available to answer your claim specific questions.  The claims clinic will be held from 0800 to 1700 on May 22, 2019.  Please contact GermanyBDD.VBAPit@va.gov with any questions.

Just got this from the Manila VA Clinic- Good morning Mr. *******, Finally I received the feedback/instruction from FMP with regards to the claim that we referred in reference to your Chiropractor treatments. The FMP instructed to resend the claim for October treatments with individualized receipt and bills. Please also include the associated medical report ( which you initially provided). Hope sir this will settle the payment issue from the medical expenses that you've paid.

  12. Has anyone have any issues with the Foreign Medical Program (FMP)? I filed two claims back in May 2018 and Oct 2018. They are not responding to emails now. Called the toll free number and it is out of service.

  13. I became 100% rated on Feb. 2018. Separated from the USFAR in Aug. 2009. Officially discharged honorably on Jan 2014. Ex-wife divorced me on Nov. 2014. With all that, can she take half of my monthly disability benefit payment?

      You did not indicate if she has "court ordered" child support or not.  If she has this, then, yes, the VA will "apportion" your compensation.  

      Most other things are exempt from attachment to disability comp, but not child support.  

      I doubt that she would be able to attach your disability with aliminoy, however.  This may vary from state to state so you should check with an attorney in your state.

  15. Once you are 100%, do I get a the blue retiree card issued? I live in Manila. How would I file for one?

    Is the fax number 303.331.7808 still valid. I'm faxing from the Philippines and I get no answer. Is it 24/7? In addition, I sent two VA 10-7959C via FEDEX and registered mail and it's been nearly a year and NO response.

      Try another source:  ebenefits/va.gov

      Its not suprising a fax number is not working, most people dont use fax anymore.  email, upload, or snail mail it.

      Mail and fax are the only options. Mail has been delivered several months ago.

      One option is to wait and see if they respond.  Another is to send the information again, they get dups sometimes and it takes them a while to figure it out but if it is a time sensitive appeal I would resend it registered before the deadline and track the letter through the post office.  Finally you can call the 1-800 number and see if there are any updates to your case file.
