THE ISSUE: Entitlement to an effective date earlier than 01/25/99 for the grant of posttraumatic stress disorder (PTSD) and total disability for individual unemployability (TDIU), based upon clear and unmistakable error (CUE) in the RO final rating decision of 11/19/99 . . .

ISSUES FOR RECONSIDERATION (1-2)

My mail was delivered.

I'm really hoping that some of you will have my back when the VA tears my claim to shreds.

I have been depressed, crying jags 2-3 times a day. I am also having some cognative problems. I am having trouble swollowing at times and my muscles seem really tight, it hurts to walk. My dog just died, my father's in the hospital; my teen daughter is about to give me a nervouse breakdown.

I have lost so much to PTSD, and I am still fighting. Please try to respect me for that. ~Wings

I am truly sorry your dog is no longer with you, hope your dad gets better

and I understand how difficult teen-agers can be.
