Claim For Increase Is "in Establishment"

Question

My recent claim for increase (I submitted a 21-4138 to notify them of payment calculation errors/omissions in their 26 Feb 10 decision) was received by the VA on 11 Mar 10 and is currently "in establishment". Anybody know what "in establishment" means?

This is a great example of what could be but I wonder if there is one case that VA awarded as such?

Someone like Bob Dole may have been able to get it but I doubt that he would have asked for it.

Veterans deserve real choice for their health care.

That's what so disappointing about all of this...no veteran should have to "ask for" any compensation. We've already fought our battles when we served this great country of ours; we shouldn't have to "battle" the VA and comb thru all of the laws and regulations to receive our entitlements. But sadly, it IS a battle. That's why I'm grateful to everyone here at hadit.com.
