To me that is one of the reasons they have the C & P to actually show the connection and also for you to show any proof you may have come up with after submittal of a claim. All though I believe you should see a specialist in the field that your claim is filed for and not some PA or just a general practitioner.

In short, yes, if there is any possibility that the condition might be service connectible.

The rater may or may not be convinced that a S/C has already been established based on the evidence submitted. In the former situation, he/she will usually request a C&P, but not ask the examiner for their opinion on S/C. In cases like these, the rater has asked the examiner to get answers to any previously unanswered question necessary to complete the rating.
