He also blames VA "culture" and bad management:

He indicates the VA uses FDC to lie to us about workload, claims submitted as FDC "dont count" toward total of backlog.

I am glad I read this, thanks. The VA has just too many dog and pony shows going on at one time to keep up with them. It was as I suspected that the newer claims won't show up as back-log for a whole year.
