My military record did not show any service in Vietnam or Thailand. My first attempt of a claim was denied because of service record. It took me several years to get buddy letters to prove I was stationed there. I started the claim process in 2005 and filed the claim in 2007. I am still waiting for the results. The effective date should be 2007 because there was military information that was not used when the claim was decided. This appears to be a common problem so make sure your record shows the correct info before you send it off.
