Is Va Medical Records Also Called Private Treatment Record?

On my claim decision RO mentioned several times private treatment record but I never visited hospital outside VA. Is it same or different? Your thoughts please..

I this case he meant all medical records that you have or can get from VA. If you have any other outside medical records of any kind you might try to get them. Any other records may pay off latter.

That is a messes up question on FDC because they have limited titles for the upload.
