I had a private neurology clinic diagnose me with Fibermajalda and stated it is most likely was developed as a secondary problem, secondary to his underlying disc problems in the cervical and lumbar region in which Im receiving VA benefits for. Sxo I put a claim in and they called and want me to go to an outside of the VA for a C&P exam. My question is how can another doctor correctly diagnose me if I'm being treated with Lyrica twice a day by the first doctor, wouldn't the medicine provide incorrect diagnoses?

I think you mean fibromyalgia and it is very common for VA to schedule a C & P exam so their own doctor can give an opinion with a medical rationale. If you have not submitted your private doctor treatment records, you should take a copy to your VAMC Release of Information Office and get them to make a copy for your VAMC records. You can also take a copy of the records to your C & P exam but the doctor may or may not take them and review them.
