C-file, could it be at 2 different VARO's

I requested and received a copy of my C-file on cd. It is not complete. I had some decisions made at Winston-Salem, NC and some at Roanoke, VA. The request for a copy of my C-file was made to Roanoke, VA. Should they have the entire thing or is some of it at Winston-Salem, NC? Thanks Willy

There was another program where files are kept- Virtual VA. My guess is they only provided what was on the current system; the VBMS e-folder.

Current files are nearly 100% digital; in the cloud now. Our RO eliminated the file clerks- Because there were no more files at the RO.
