I close an appeal of my independent living program 3 4 yrs a go because I was granted an administrative review from DC v&re.

Well I never got the items an today I get a letter with a plan saying sign this return it this evelop lol

It has not one or any of the items I was granted. Smh

My ? Can't I add this to my appeal to bva once the dro denied my a&a

An put in a wavier of ro consideration  on the issue. An ask for bva to reopen the appeal

I just can't let them take 5 yrs of my eligibility an not have done nothing for me.

You can try it.  "Merging appeals" with the BVA is something the VA does "with discrection"  AT THEIR discretion.  

I, also, have 2 appeals pending, and dont yet know if they have been merged or not.  I get conflicting stories.  

BVA will merge them, "if they want to".
