Welcome to hadit.  I have moved your question from someone elses old post, to a new topic.  Its a valid question.

I will speculate on my best guess.  

While I can not answer for "the state", I can tell you that VA compensation is to compensate Veterans for injuries received in the military.  

The VA has presumptives, and that means if you served in the military at the applicable time and place, then develop symptoms, "its presumed" you got that from service.
