Have you looked for a local dental college? Many of the students in residency to graduate have clinics where they are supervised by their instructors. What about Medicaid for low-income persons? It covers dental in most states, if not all. 

You can also check with local social services, etc.

If you aren't a veteran, though, the VA won't be able to assist.

Tell me about your father...was he a disabled Veteran?  There are benefits for survivors, but that depends on a lot of things, such as if he was a disabled Vet, did he die in the war, did he die of SC conditions, is he currently 100 percent disabled, ect.
