I'm just making sure that to request a copy of C-File that you use VA form 3288. I don't really understand how to fill it out to get my father's C-File. Any help will be appreciated.

I was on myhealthevet looking at my father's records and saw the notes from his C&P exam. It said C-FILE WAS: UNAVAILABLE and then had a c# listed next to it. I was wondering what that means. Thanks for any help.
