Nam Vet Question?

I had a Veteran call me about NSC pension......This Vet served in the Army from 1961...to June 1964.

I think that Nam Vets are from 1965 to 1975, am I correct on this? and his 1964 discharge date will not get him into "A Time Of War" for NSCP.

The CFR says this:

Vietnam era. The period beginning on February 28, 1961, and ending on May 7, 1975, inclusive, in the case of a veteran who served in the Republic of Vietnam during that period. The period beginning on August 5, 1964, and ending on May 7, 1975, inclusive, in all other cases.
