Is it against the law for the RO to not honor an order from an admin judge requesting that an exam be given trying to establish etiology of a condition.

Sort of -- (Denial of Due Process comes to mind)

If it was remanded from the BVA back to the DRO, via AMC, you will have the exam. I don't know what other judge that you could be talking about.
