Here it is the clinicians guide. http://www.warms.vba.va.gov/admin21/guide/...iciansguide.doc At least as likely as not means they are 50 percent sure and it evokes the Benefit of the doubt rule. Most likely means 75 percent sure Was due to means 100 percent sure. And on the other end of the spectrum. Less likely as not means 25 percent. Was not due to means 100 percent certain it was not.
