I'm going to blog about this after I get back from my shrink, and try to get it out to some other people to help get out. When you read it ALL, you will see that, This 60 days only applies to Contested & Apportionment Claims. All other claims one year from the date VA mailed the notification of the decision to the claimant. These are defined and explained in M21-1MR: Contested Claims - Part III subpart vi 6 Apportionnment Claims - Part III subpart v 3 It's imperative to fully read and check into issues prior to panic mode. But I agree that it is not quite the panic it appeared to effect everyone..I thought a "contested" claim was a claim that was, well, contested! That is, you contest the decision! Watch out for the VA to manipulate this, tho. This is their way of sneaking in rules that shaft Veterans..this should be on the front page of the VA website, and not buried in M21.. What I find interesting here is the fact that the VA changed this rule without informing the vets. I also wonder about the vet reps too. It seems that this reinforces the theme that no one has your back. Where were our VSO's when the VA changed these rules without even telling us on the VA website? Oh, I know, the VSO's were busy "chatting" with the Regional Office employees, where the VSO's get "free rent" from the VA.
