I am going to write them again today, and ask for a free trial before I give them my veterans pay. ~Wings Wings, I live in Montana and recently I was at the University of Montana Law Library in Missoula, MT. That law library has a subscription to heinonline and showed me how to use the service online at their facility. I can look at old V.A. regulations like 38 CFR 3.103 with heinonline. Anyway, I mention this because your state law library or a law library at a lawschool in your area probably has a subscription to heinline that would allow you to use the service at that facility.
