Yes that is possible.

Many many years ago a 800 rep ,who I knew to be fairly accurate in past 800 calls, acted like I had won the lottery when he told me my claim needed a three signature authorization (which usually means award of 25,000 or more retro)

I didnt feel I had succeeded.Something seemed wrong.

Sure enough it was the authorization they needed to send the claim to the BVA.

However if you feel you fulfilled their VCAA request with strong evidence, it could mean an AWARD!

Your vet rep might be able to give you a heads up. Maybe.

All claims have to go from rater to authorization and then notification regardless if they claim is approved or denied. that is the system that the VA follows.
