Can you please explain the "Deluca Factor"?

My claim for CPS we denied the first time around because they stated that my claim for my hip and back included pain as a symptom.

Chronic pain syndrome is a condition of it's own, as I understand it.

The Deluca Factor is allowing for pain when rating orthopedic injuries as required by law. As I explained below Chronic Pain Syndrome is classified under mental conditions so you would require a mental health professional to link this syndrome to your chronic pain.

Should the civillian Physical therapist know about this deluca factor or is this just a va thing. Does the deluca factor and range of motion fall in the same category(claim)or is it seperate. I can't find any info on this deluca factor except a court case and that is about as far as I get. Im confused. Can you direct me somwhere. Thanks for your help.
