Cooter is right. If you are awarded benefits, then you will have to send in dependent forms AGAIN, even if you put them on the original 21-526. The RO's position is "well, what if your dependents change...we dont want to over pay you". It seems this is one of the "gaps" where the RO does things "their way" and it takes the BVA to correct it. The Veterans dependents, included on the 21-526 form should be paid. There is no regulation requiring a Veteran to submit the same information in duplicate. Once is enough.
