Request For Orginal Award Letter!

I am helping Veteran with his claim...and he has lost some papers in his Award letter.

I need them to see Reason & Bases. ect,,,ect,,

How would he request his original Award letter with all attachments?

I would have / help him request a copy using a 21-4138

http://www.vba.va.gov/pubs/forms/VBA-21-4138-ARE.pdf

OR

Have / help him call the 800 - dont know much number

and request a copy be mailed to him.

Then I'd contact the 800 # again about a week later to verify

the request is of record.

yes we have already requested his letter via Carlie advice & got the Award letter.

and working preparing an NOD... C-file requested just waiting on C-file

The problem is VA never gives a veteran a complete copy of his/her rating decision unless he/she ask for it. A complete copy of a rating decision has a legend sheet that must be requested. When the veteran request a copy of his complete C-File, look at the very last page of the decision letter. It should list all of the veterans service connected and non service connected disabilities and the date claimed

When a veteran gets denied for a tinnitus claim filed in 99 and never files a NOD or any other type of claim to disagree with his claim and say 5 years passed and veteran refiles for the same disability and is still denied, and then in 2- 2014 veteran gets a DAV VSO to reopen the claim (dating back to 99,& but is awarded in 2-15 should the veteran be paid retro back to his intimal claim for tinnitus in 99? or from the 2-14
