I am pretty sure he indicated there are at least a couple RO's who mangaged to deny EVERY single ILP (its part of Voc Rehab) application the whole year. Every one. That is 100% denial rate. Its my opinion, based on this, that the VA uses Voc Rehab/ILP as a "slush fund" for other stuff, such as shortfalls on hospitals, VA employee parties, etc. In order to do this, they must deny as many Veterans as they can get away with. However, they dont want us to squeal too loud, because that will let others know this benefit is available, because many people are simply unaware of voc rehab or, especially ILP. According to the Chairmans report, there (apparently) are no Voc rehab cases that made it to the BVA for appeals unless, this is "VR &C" where the board had 31 cases in 2013, where they awarded 2, and remanded 12. It could also be in the "other" category. In any case very very few Voc Rehab appeals ever make it to the BOARD. Link to comment Share on other sites More sharing options...

Never reapply. That kills the original request. You would have to start all over. Always go for an Administrative Review. This is done in DC by the VA Central Office. They take a completely different

actually the va thought the opposite when awarding me IU. they surmised i was too smart to be retrained. that, coupled with the fact, i am a retired reporter.
