I agree Read & Heed before you file.

If vet files new claim for PTSD is it better for him to file a 21-0966 intent to file and then file the 21-0960P-3

Or what form would be the best one to file? first? the intent to file gives him a year to gather evidence for his claim & secures his EED...Right?
