No you do not, you need to have an inservice event that would have caused a TBI, such as a motor vehicle accident, vehicle rollover, a fall, anything that really would have "rattled" your brain.  has to be while you were in service, cannot be a incident that happened a few months after.

You can receive TBI comp for many reasons, and many other periods of service.

This veteran was granted TBI comp due to an inservice motor vehicle accident she was in:

TBI is rated by it's residuals and will need proof of any non combat event that caused the TBI.
