Temporary 100% for Hospitalization?

Question

I have a friend who is rated 20%

10% Tinnitus

10% GERD

He just went in the hospital for a heart valve replacements.  The surgeon gave him a referral for 100% temporary application.

Does the 100% only apply for service connected conditions?

Can he explore GERD exacerbating the heart condition and replacement?

He has an intent to file open for 2 months before the surgery... can that be used to connect the heart condition.

The main concern at the moment is applying and receiving the temporary 100% as he has no short term disability.

Any thoughts/help would be appreciated.

the 100 percent does apply to service connected, or secondary conditions.  I do know that VA doctors do have some responsibility in inducing claims , because a NP that treated me for over a year, set up the filing  of the claim, AFTER my treatment was done,on a already service connected condition that was at zero percent.  which took a whole year of chemo. At the time, I thought she was a rockstar for doing it, only to find out 10 years later, that because of how deathly sick I was, I could have collected the 100 percent for that whole year. Instead of being dead man walking, I could have been compensated man chilling. around 3 grand a month times 12 is what 36 thousand dollars .

Here is what I would do, I would make an appointment with the doctor who gave the refferal IMMEDIATELY , and ask what the particular are, were, or will be, that prompted him to generate the 100 percent  refferral.
