Promulgation is the formal proclamation or declaration that a new statutory or administrative law is enacted after its final approval.

Promulgate means to put into action or force.

Basically, it's to make it offical.

Yes.  Its what Sgt. Wilky said.  A board decision has to be "implemented" by the VARO.  That means a new decision.  Its supposed to be expiditious.  However, VA gets to define the term "expiditious" because of the Chevron/Auer defense, where an Agency interpretion trumps the "benefit of the doubt".  However, the US Supreme court has agreed to hear Kizor, which could change this in a few months.  

So, VA defines "expiditious" to mean:

     "Whenever the VA gets around to it, at VA convience.  It could mean a week, it could be 5 years or more.  I once waited 3 years for VA to fully implement a Board "expiditious" decision.  At present, we have no recourse, VA takes as long as they want to process every claim.
